(A) The extraction or mining of minerals or the extracting of oil or other hydrocarbons are expressly prohibited within lands which are used for residential purposes and where there are eight or more residences within a quarter-mile square area.
(B) Such extraction or mining is also expressly prohibited within any R-1 or R-2 Districts which are contiguous to any incorporated city or town since these areas have been planned for residential development.
