§ 32.51 BOARD MEMBERS.
   The County Community Corrections Advisory Board shall consist of 16 members.
   (A)   The following four members shall serve by virtue of their office or position:
      (1)   The County Sheriff;
      (2)   The Prosecuting Attorney;
      (3)   The Director of the County Welfare Department; and
      (4)   The Mayor of the City of Richmond, Indiana.
   (B)   The following three members shall be appointed by the Judge of the Wayne Circuit Court:
      (1)   One judge having criminal jurisdiction;
      (2)   One judge having juvenile jurisdiction; and
      (3)   One attorney with a substantial criminal defense practice.
   (C)   The following nine members shall be appointed by the Board of Commissioners of the county:
      (1)   One probation officer;
      (2)   One educational administrator;
      (3)   One representative of a private correctional agency, if such an agency exists or is established in the county;
      (4)   One mental health administrator or, if there is none available in the county, one psychiatrist, psychologist or physician;
      (5)   One ex-offender, if available; and
      (6)   Four lay persons, at least one of whom must be a member of a minority race, if a member of a minority race is willing to serve.
   (D)   The criminal defense attorney and the members of the Advisory Board appointed by the Board of Commissioners shall be appointed for a term of four years; provided, however, that, the initial terms of such appointees shall expire on 12-31-1991. Thereafter, such appointments shall be made for terms commencing January 1. Other members shall serve only while holding the office or position held at the time of appointment. The Judge of the Wayne Circuit Court may appoint one judge to fill both judicial memberships if the judge is otherwise qualified. The Judge of the Wayne Circuit Court may also appoint himself or herself if he or she is otherwise qualified. Members may additionally be reappointed.
   (E)   A vacancy occurring before the expiration of the term of office shall be filled for the unexpired term in the same manner as original appointments. In the event that a successor has not been named to replace a member upon the expiration of such member’s term, such member shall continue to serve until a successor has been duly appointed and qualified.
