This chapter is enacted for the purpose of promoting public health, safety, comfort, morals, convenience and general public welfare by classifying, regulating and restricting that location, bulk, and height of buildings and structures and of premises to be used for trade, industry, residence or other specified uses, all in accordance with a comprehensive plan for the desirable future development of the county and to provide a method of administration and to prescribe penalties for the violations of provisions hereafter described.
