Specifications for materials, construction and maintenance are State Department of Highway’s Standard Specifications, dated 1988, or any subsequent amendments thereto, and any subsequent county ordinance or county highway directive. If a conflict arises, the county ordinance and highway directive shall prevail. Reference is made to these Standard Specifications by section and number in the following paragraphs.
