(A) Whenever a proposed subdivision lies adjacent to or between other subdivisions which have been provided with curb and gutter, or wherever the proposed subdivision will have lots averaging 20,000 square feet or less in area, the Commission shall require curb and gutter to be installed on each side of the street.
(B) The curb and gutter shall be of one of the construction types approved by the County Highway Engineer.
