No plat or replat of a subdivision of land located within the jurisdiction of the County Plan Commission shall be filed with the County Auditor, and the County Recorder shall not record same, unless it has first received secondary approval by the County Plan Commission, and such approval shall have been entered in writing on said plat by the Secretary of said Commission and further evidenced by affirming the Commission’s seal upon the plat.
