(A) The base lines for the Uniform Numbering System shall be as described below and numbers shall be assigned in each of the four cardinal directions, increasing from zero at the point of intersection of the base line, all in general conformity with the base lines set forth on the map in App. A of this chapter.
(1) The east and west base line shall be along National Road East and East and West Main Street in the City of Richmond from the east line of the county west to Salisbury Road. Said base line shall jog to the north along Salisbury Road to College Corner Road and run west with College Corner Road and the west extension thereof including Black Road, parts of Dougherty and Goose Heaven Roads and Williams Sisters Road to the west line of the county. In those areas where no road exists, the base line shall be along the appropriate section line.
(2) The north and south base line shall begin on the south line of the county, 1,000 feet west of the south quarter corner of Section 5, Township 12 North, Range 1 West, and run north, parallel to the centerline of said Section 5 and each centerline of each succeeding section until it intersects the East Fork of the Whitewater River. Said base line then follows said river to the north to its confluence with the West Fork of the East Fork of the Whitewater River where it follows said West Fork to the north to a point on the north and south centerline of Section 29, Township 14 North, Range 1 West, at a point near the center corner of said section, said base line continues north along the centerline of said Section 29 and each centerline of each succeeding section, including Gifford Road, and the north extension thereof across the Greenville Treaty Line to the north line of the county.
(B) The uniform numbering system shall be an extension of the numbering system of the City of Richmond. The numbers shall begin at zero with 100 numbers to the city block. The general rule shall be 500 numbers to one-half mile, except in certain areas where the irregular direction of the Whitewater River and the angling of the Greenville Treaty Line makes variations necessary.
(C) All streets and roads and parts thereof running north and south add either the word “North” or “South” to the end of their official name, as is appropriate for their location in relationship to the above described east and west base line. All streets and roads and parts thereof running east and west shall add either the word “East” or “West” to the end of their official name, as is appropriate for their location in relationship to the above described north and south base line.
(D) All streets and roads and parts thereof that run at an angle, or in a curved manner in relationship to the four cardinal directions, shall be considered and have assigned to their name the one cardinal direction in which they predominately traverse the county.
(E) Odd numbers shall be assigned to the east side of north and south streets and roads and the south side of east and west streets or roads. Even numbers shall be assigned to the west side of north and south streets and roads and the north side of east and west streets and roads.
