It shall be unlawful for any person, firm or corporation, whether as owner, lessee, sub-lessee or occupant, to erect, construct, enlarge, alter, repair, improve, convert or remodel any building or structure in the county or cause to permit the same to be done, contrary to or in violation of the provisions of this chapter.
