§ 31.06 ORDINANCE VIOLATION BUREAU.
   (A)   (1)   There is hereby created the County Ordinance Violations Bureau to serve as an ordinance enforcement body in accordance with the provisions of I.C. 3 6-1-6-3(a)(1), as amended.
      (2)   The duly elected Clerk of the Wayne Circuit Court shall be, and is hereby, appointed as the Ordinance Violations Clerk for those purposes enumerated at I.C. 33-32 et seq.
      (3)   Upon a person’s entry of written appearance, waiver of trial and admission of ordinance violation(s), the Violations Clerk be, and is hereby, authorized to accept payment of the civil penalties proscribed by the applicable ordinance(s) in such amounts as are set forth in said ordinance(s), but in any event, not greater than the sum of $250, or the maximum amount permitted by I.C. 33-36-2-3(4), whichever is the greater.
   (B)   (1)   The Clerk of the Bureau shall assess and collect from a violator who elects to admit a violation of an ordinance, listed in division (B)(2) below, the civil penalties set forth in the amounts so scheduled, but, in any event, in amounts not greater than the sum of $250 or the maximum amount permitted by I.C. 33-36-2-3(4), whichever is the greater.
      (2)   (a)   The following ordinances may be admitted before the County Ordinance Enforcement Bureau Clerk who will impose a civil penalty of $100 for the first violation and a civil penalty of $250 for each subsequent violation occurring within a period of one year from the first violation:

         (b)   The following ordinance may be admitted before the County Ordinance Enforcement Bureau Clerk who will impose a civil penalty of $27.50 for each dishonored check, plus restitution of the face amount of the dishonored check:
