§ 151.10 INSPECTIONS.
   (A)   After the issuance of a building permit hereunder, the Building Commissioner shall make, or shall cause to be made, such inspections of the work being done under such permit as are necessary to insure compliance with the provisions of this chapter and the terms of the permit. Re-inspection of work found to be incomplete or not ready for inspection when an inspector has been requested are subject to assessment of re-inspection fees. Any person, firm or corporation who has obtained a permit from the Building Commissioner shall be required to request an inspection of the work performed whenever required by this chapter, state statutes, rules or regulations. The inspection shall be requested at least 24 hours in advance of the need for such inspection. It shall be the duty of the person requesting the inspection to provide access to and means for the proper inspection of such work. The person responsible for performing the work shall be required to be present on the job site during the inspection. No portion of any work shall be covered or concealed until inspected and approved. The county shall not be liable for any expense entailed in the removal or replacement of material required to permit inspection. It shall be the responsibility of the person obtaining the permit to ensure that all phases of the work are completed before requesting a final inspection.
   (B)   Schedule of required inspections:
      (1)   Footing inspection: performed prior to the placement of concrete. All forms, bulkheads and grade skates must be in place at the time of inspection;
      (2)   (a)   Foundation inspection: performed prior to any backfilling. Foundation drain systems and sump pits must be completed.
         (b)   Grade beam/bond beams: when used must be inspected prior to placing concrete.
      (3)   Under-slab inspection: performed prior to covering the installation of all underground and under-slab electrical, heating and air conditioning, and plumbing systems;
      (4)   Framing inspection: performed prior to applying insulation, drywall or any other covering. All mechanical, plumbing and electrical work must be roughed-in prior to inspection. Masonry firewalls are to be completed and visible at the time of inspection. Electrical, plumbing and mechanical inspections will be performed at this time unless other arrangements have been made with the inspector;
      (5)   Final inspection: performed at the time of project completion, prior to using or occupying the structure; and
      (6)   Special inspections: in addition to the inspections listed above, the Building Commissioner, or a duly authorized representative, may make or require to be made any other inspections to assure compliance with the Building Code and other laws enforced by the Building Commission.
