(A) (1) The property owner or his or her authorized agent shall make application, upon forms provided by the Building Commissioner, and acquire all necessary permits before any work subject to the provisions of this code have been commenced.
(2) A licensed contractor who is to perform work subject to the provisions of this code shall confirm all necessary permits have been acquired or obtain all necessary permits prior to the commencement of work.
(3) All permit applications shall be accompanied by two sets of plans drawn to scale or properly dimensioned.
(4) The plans shall be of sufficient clarity to indicate the nature of the work proposed and shall show in detail that it will conform to the provisions of this code and all relevant laws, ordinances, rules and regulations.
(5) Prior to the issuance of any building permit hereunder, the Building Commissioner, or a duly authorized representative of the Building Commissioner, shall review all building permit applications to determine compliance with the provisions of this chapter.
(B) (1) The Building Commissioner, or a duly authorized representative, shall upon approval of an application for a permit issue a permit upon the payment of applicable fees to the County Building Commission, as hereinafter provided.
(2) Upon issuance of a permit, the applicant shall be provided a building permit card to be posted in a conspicuous place at the site of the work, in full view of the public during construction until all work has been completed, a final inspection approved, and
a certificate of use and occupancy issued as hereinafter provided.
(C) Permit fees shall be doubled when construction is begun prior to the issuance of a permit.
(D) (1) All plans for the building construction of Class 1 structures, which are under the authority of the Fire Prevention and Building Safety Commission of the state, must also be filed with the State Building Commissioner.
(2) No local permits for Class 1 structures shall be issued until a copy of a construction design release from the State Building Commissioner and two copies of the plans and specifications, approved and stamped by the State Building Commissioner, are received by the County Building Commissioner.
