§ 151.06 PERMITS REQUIRED.
   (A)   Permits shall be obtained from the office of the Building Commissioner prior to the commencement of work in the following instances.
      (1)   Building permit.
         (a)   Construction of all new structures;
         (b)   Alterations, additions or repairs for a structure, the cost of which exceeds $1,000;
         (c)   The moving of any building or structure;
         (d)   The construction of a swimming pool; and
         (e)   The installation of a modular or manufactured home.
      (2)   Electrical permit.
         (a)   The installation, alteration, extension or replacement of electrical wiring,
including wiring for additional circuits, rewiring and circuit replacement; and
         (b)   The installation, relocation or replacement of any permanent electrical service.
      (3)   Plumbing permit.
         (a)   The installation, alteration, extension or replacement of all plumbing, piping, fixtures, appliances and appurtenances in connection with sanitary drainage, liquid waste and sewerage systems, venting systems and water supply systems, the cost of which work exceeds $1,000.
         (b)   All persons performing plumbing in the unincorporated areas of the county, under the provisions of a permit issued pursuant to this code, shall be licensed by the state, as required by I.C. 25-28-5. It shall be the responsibility of a licensed plumbing contractor to obtain permits required by this chapter prior to commencing work. No plumbing contractor shall allow any other person to do or cause to be done any work under a permit obtained by said plumbing contractor, except persons in his or her employ.
   (B)   Every permit issued by the Building Commissioner, or duly authorized representative, under the provisions of this code, shall expire one year from the date of issuance unless an extension or renewal of the permit has been obtained.
   (C)   A holder of an unexpired permit may apply for a one-time six-month extension of the permit. No additional fee shall be required for this one-time extension.
   (D)   A holder of a permit which has been expired for a period no longer than six months may have the permit renewed for an additional six-month period; provided, no changes have been made in the original plans and specifications for such work. The fee for renewal shall be one-half of the original permit fee.
