Prior to the effective date for the enforcement of this subchapter, the county shall:
(A) Cause to be posted conspicuous signage in or about all county facilities advising that smoking and the use of smokeless tobacco products is prohibited in or on such county facilities;
(B) Instruct those officials in charge of county facilities to request that persons found to be smoking or using smokeless tobacco products in or on county facilities to immediately cease and refrain from such activities; and
(C) Instruct those officials in charge of county facilities that they shall cause any person who refuses to cease and refrain from smoking or from using smokeless tobacco products after having been requested to do so, to be removed from county facilities by invoicing the assistance of law enforcement officials under whose jurisdiction the county facilities lie.
