§ 91.99 PENALTY.
   Any carrier who violates any provision of this chapter shall be deemed to have committed an infraction and may be fined in an amount not to exceed $2,500. Each violation shall be treated separately. When a violation is a continuing one, each day of the violation constitutes a separate offense.
