Any carrier transporting hazardous materials shall be liable to the county for the payment of all costs and expenses of the agency or other involving the use of employees, apparatus and materials in the control, neutralization or clean-up of an incident described in 49 C.F.R. §§ 171.15 and 171.16, requiring the response of the agency or others to control said incident.
