SCHEDULE I. PARKING IN COUNTY-OWNED OR COUNTY-OPERATED PARKING LOTS.
   (A)   Parking lots are provided for county employees as follows:
      (1)   Parking Lot 1. Located on the west side of South Third Street at the rear of the County Court House. Lot 1 is restricted to employees who work in the County Court House; the lot also provides reserved parking for designated county officials having offices in the County Court House;
      (2)   Parking Lot 2. Located on the south side of the county administration building. Lot 2 is restricted to reserved parking for designated offices in the county administration building. Except for spaces specifically reserved, all other spaces in Lot 2 are reserved for the public doing business in the county buildings. County employees are not permitted to utilize spaces designated for public parking; and
      (3)   Parking Lot 3. Located west of the municipal building parking lot on the west side of the Richmond municipal building and east of North Third Street north of East Main Street. Lot 3 is restricted to county employees and Wayne Township employees who work in county buildings. In addition, employees of organizations who have active lease agreements with the county for office space in the county administration building also have parking privileges in Lot 3.
   (B)   Parking in county-owned or county-operated parking lots shall be controlled by a decal system administered by the Superintendent of Building and Grounds. Decals are issued to all eligible personnel as follows:
      (1)   Reserved parking: red on white;
      (2)   Employee parking: Lots 1 and 3, black on yellow;
      (3)   Employee parking: Lots 2 and 3, blue on white; and
      (4)   Employee parking: Lot 3, green on yellow.
   (C)   Parking decals must be prominently displayed in the lower right of the rear window of employees automobiles.
   (D)   The Board of Commissioners shall identify and designate those spaces restricted for reserved parking. County employees may not park in reserved spaces unless specifically authorized.
   (E)   The Superintendent of Building and Grounds is authorized to enforce the terms of this schedule and to effect the removal of any vehicle which is parked in any county parking lot in violation of this schedule. Illegally parked vehicles will be towed. All costs for towing vehicles parked in violation of this schedule will be at the expense of the owner or operator of the illegally parked vehicle.
