(A) Purpose. To carry out local ordinances and to regulate, warn or guide traffic in the county, not including state highways, the schedule of traffic-control devices and the placement thereof is hereby adopted for such purposes.

(B) Installation and maintenance. The County Highway Department is instructed to install and maintain such traffic-control devices in accord with the adopted schedule, and same shall conform to the state manual and specifications unless lack of land ownership or physical traits of terrain prohibit.
