§ 52.01 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   GARBAGE. Those putrescible wastes resulting from the growing, handling, storage, preparation, cooking and consumption of food.
   GROUND WATER. The water in the ground that is in the zone of saturation.
   HAZARDOUS MATERIAL. Includes, but is not limited to, explosives, pathological wastes, radioactive material and chemicals.
   HEALTH OFFICER. The Wayne County Health Officer or his or her duly authorized representative.
   PERSON. An individual, partnership, association, syndicate, company, firm, trust, corporation, government corporation, department, bureau, agency or any entity recognized by law.
   PUBLIC DISPOSAL. The disposal of refuse which has been removed from premises used, owned or leased by one or more persons, firms, corporations or association, and transported to other premises and disposed either with or without the payment of a fee.
   REFUSE. All putrescible and non-putrescible solid wastes, with the exception of body wastes, and shall include garbage, rubbish, ashes, street sweeping, dead animals and industrial and construction wastes.
   RUBBISH. All non-putrescible wastes including such matter as ashes, cans, metalware, broken glass, crockery, dirt, sweepings, boxes, wood, grass, weeds or litter of any kind.
   SALVAGING. The controlled removal of reusable materials.
   SANITARY LANDFILL. A method of disposing of refuse on land without creating nuisances or hazards to public health or safety, by utilizing principles of engineering to confine the refuse to the smallest practical area, to reduce it to the smallest practical volume and to cover it with a compacted layer of suitable material at the conclusion of each day and at more frequent intervals as necessary.
   SCAVENGING. The uncontrolled picking of materials.
   SURFACE WATER. A body of water whose top surface is exposed to the atmosphere including a flowing body as well as a pond and a lake.
   WAYNE COUNTY. Those areas in Wayne County, State of Indiana, which are under the jurisdiction of the County Health Officer and situated outside the corporate limits of any city or town.
