§ 34.65 PROFESSIONAL SERVICES.
   The county hereby determines that notice as required by I.C. 5-16-11.1-4(a)(4) is not required for the county's procurement of professional services. Contracting for such professional services shall follow the same procedures as those applicable for the contracting of other general services.
   (A)   Each contract for professional services shall be awarded on the basis of competence and qualifications of the service provider for the types of services to be performed and with contracted compensation in such amounts as the county determines to be reasonable, and subject always to there being an available appropriation of county funds to support such contract.
   (B)   The county shall solicit RFPs for professional services if there is a federal funding source funding the project that requires such professional services and also requires use of the RFP or RFQ process. The county shall use the same procedures outlined herein for RFPs/RFQs for professional services that include federal funding.
   (C)   The Board of Commissioners and the county reserve the right to enter into a contract for professional services when it is determined that it is reasonable to do so and when the Commissioners determine that it is in the county's best interest to do so.
