§ 31.107 FAILURE OR REFUSAL TO PAY.
   Should any person, liable to perform road labor as aforesaid, fail or refuse to pay money in lieu of such labor, or to appear by himself, herself, or another to perform such labor, on his or her being notified as aforesaid at the time and place, and with the tools designated by the Street Commissioners, or fail to perform such labor, after appearing, he or she shall be deemed guilty of a misdemeanor and shall be fined $1.50 for every day’s refusal, and it shall be the duty of the Street Commissioner to immediately institute proceedings for the recovery of the same.
