The Street Commissioner shall keep a list of all male residents of said village above the age of 21 and under the age of 50 years, and shall note those who perform labor and those who have paid their $0.75 per day as aforesaid; he or she shall retain a copy of said list with the names of all persons who have performed road labor, or who have in lieu thereof paid him or her money as aforesaid, and shall expend, under the direction of the Board of Trustees, moneys received by him or her in lieu of road labor, as aforesaid, upon the streets and alleys of said village.
