The Village Treasurer, Village Constable, and Street Commissioner may be appointed by the President; by and with the advice and consent of a majority vote of all the members of the Board of Trustees authorized by law to be elected; or they may be elected by order of said Board at an annual election, if lawful notice is given of said proposed election of said officers; said officers if elected shall serve one year and until their successors are elected and qualified; if appointed, the vote of the Board of Trustees shall be taken by yeas and nays, and entered on record.
