The President shall be President of the Board of Trustees thereof, and shall preside at all meetings of said Board and shall have the same powers and perform the same duties as are and may be given by law to the president of boards of trustees in the village, but he or she also shall not vote except in case of a tie, then he or she shall give the casting vote. He or she shall, from time to time, give the said Board of Trustees information in relation to the affairs of the village, and recommend to its consideration such measures as he or she may deem important to the interests of the village.
