   (B)   A majority of Trustees-elect shall constitute a quorum to do business, but a smaller number may adjourn from time to time and compel absentees to attend any regular or special meeting by a written citation to that effect, stating the day and hour of such meeting, such citation to be signed by the President or Trustees issuing the same, and may be served by the Village Constable or any officer authorized to serve processes in said village, by reading the same to such absentee. Any Trustee willfully refusing to obey such citation shall forfeit the sum of $5, to be deducted out of his or her salary, and upon repeated refusal to obey such citation, such Trustee may be expelled and his or her office declared vacant.
   (C)   No standing rule or order of the Board shall be rescinded or changed or new rules introduced, unless notice of the motion therefor shall have been given at a preceding meeting, and no standing rule or order of the Board shall be dispensed with, or suspended, unless a majority of the members elected concur therein; and all motions for that purpose shall be limited to the question or proposition then pending.
