§ 30.09 MOTIONS.
   (A)   After a report is made or a motion stated by the President, it shall be deemed in possession of the Village Board but it may be amended, laid on the table, or withdrawn at any time before the question is taken.
   (B)   (1)   When a question is under consideration, no motion shall be received but to adjourn, lie on the table, or postpone indefinitely, which several motions shall have precedence in the order in which they are arranged.
      (2)   A motion to adjourn shall always be in order and be decided without debate.
   (C)   A motion for the “previous question,” to lay the question on the table, or to commit it until it is decided shall preclude all amendments and debates of the main question; and a motion to postpone a question indefinitely; or to adjourn it to a certain day shall, until it is decided, preclude all amendments to the main question.
   (D)   The previous “question” shall be as follows: “Shall the main question now be put?”
   (E)   When a blank is to be filled and different sums or times proposed, the question shall first be put upon the largest sum and the longest time.
