Enforcement of this chapter may be accomplished by the village in any manner provided by law and, in addition, any person who, by reason of another’s violation of any provision of this chapter who suffers special damage to himself or herself or his or her property, may bring an action to enjoin or otherwise abate the existence of such violation.
