§ 30.03 QUESTIONS OR MOTIONS.
   (A)   Every question or motion, when seconded, shall be stated by the President distinctly before it is open for debate.
   (B)   When a question is put, if the President doubts or a division is called for by any member, the Board shall decide.
   (C)   The President may call any member to perform the duties of the Chair, but such substitution shall not extend beyond an adjournment.
