§ 30.02 PRESIDENT TO PRESERVE ORDER OF MEETINGS.
   (A)   The President shall preserve order and decorum and may speak on points of order in preference to any other member, and shall decide questions of order subject to an appeal to the Village Board by any two members.
   (B)   On which appeal, no member shall speak more than once, unless by leave of the Village Board.
