SCHEDULE I. PARKING.
   (A)   (1)   It shall be unlawful to permit any vehicle to stand or be parked on the north side of the east 155 feet of West Market Street, West of Main Street, in the village except in compliance with directions of a police officer.
      (2)   Any person, firm, or corporation violating any provision of this division (A) shall be fined not less than $15 nor more than $25 for each violation.
      (3)   For violations of this division (A), police officers, after making note of the license number of the vehicle (and name of the offender where possible), may issue a traffic violation ticket. Such officer may sign a complaint for the issuance of a warrant if the offender does not pay the municipality a fine as hereinafter provided.
      (4)   Any person accused of a violation of this division (A) may settle and compromise the claim against him or her for such illegal parking by paying to the municipality a penalty in the sum of $15 within 24 hours from the time such offense was committed. Such payment shall be made at the Village Hall and a receipt shall be issued for all monies so received.
      (5)   The fact that a vehicle, which is parked in violation of this division (A), is registered in the name of a person, firm, or corporation shall be considered prima facie proof that such person, firm, or corporation was in control of such vehicle at the time of such parking.
      (6)   In addition to the fine or penalty provided herein, the Police Department or any member thereof is hereby authorized to have any such vehicle illegally parked removed, towed, and stored and the owner of such vehicle shall be liable to the village for all costs of such remove towing and storage.
   (B)   (1)   It shall be unlawful, at any time, to permit any vehicle to stand in any of the following places except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or traffic-control device:
         (a)   At an intersection;
         (b)   In a crosswalk;
         (c)   Between a safety zone and the adjacent curb or within 30 feet of a point of the curb immediately opposite the end of a safety zone;
         (d)   Within 30 feet of a traffic-control signal or sign on the approaching side;
         (e)   Within 20 feet of any intersection or crosswalk;
         (f)   At any place where the standing of a vehicle will reduce the usable width of the roadway for moving traffic to less than 18 feet;
         (g)   Within 15 feet of a fire hydrant;
         (h)   At any place where the vehicle would block the use of a driveway;
         (i)   Within 20 feet of the driveway entrance to any Fire Department station and on the side of the street opposite the entrance to any such fire station within 75 feet of such entrance when properly sign posted;
         (j)   On any sidewalk or parkway; and
         (k)   At any place where official signs prohibit parking.
      (2)   Except on Sunday or holidays, it shall be unlawful to park any vehicle for more than two hours in any consecutive period of time between the hours of 8:00 a.m. and 5:00 p.m. on either side of Main Street between the north line of Shreve Avenue and the south line of Section Line Road.
      (3)   (a)   The Police Department and all members thereof assigned to traffic duty are hereby authorized to remove and tow away or to have removed and towed away by commercial towing service any car or other vehicle illegally parked in any place where such parked vehicle creates or constitutes a traffic hazard, blocks the use of a fire hydrant, or obstructs or may obstruct the movement of any emergency vehicle.
         (b)   Cars so towed away shall be stored on any village property or in a public garage or parking lot and shall be restored to the owner or operator thereof after payment of the expense incurred by the village in removing and storing such vehicle and the fine for such illegal parking as hereinafter provided.
      (4)   The fact that an automobile which is illegally parked is registered in the name of a person shall be considered prima facie proof that such person was in control of the automobile at the time of such parking.
      (5)   No vehicle shall be parked with the left side of such vehicle next to the curb except on one-way streets and it shall be unlawful to stand or park any vehicle in a street other than parallel with the curb and with the two right wheels of the vehicle within 12 inches of the regularly established curb line except on those streets which have been marked for angle parking. On streets which have been marked for angle parking, vehicles shall be parked at an angle to the curb as indicated by such marks.
      (6)   No person shall park any vehicle upon any street, parkway, or sidewalk for the purpose of displaying it for sale or park any vehicle upon any business street from which vehicle merchandise is peddled, or park any vehicle on any street, parkway, alley, or sidewalk to repair such vehicle except for emergency repairs.
      (7)   No person shall park any vehicle within an alley in such manner or under such condition as to leave available less than ten feet of width of the roadway for the free movement of vehicular traffic and no person shall stop, stand, or park a vehicle within an alley in such a position as to block the driveway entrance to any abutting property.
      (8)   It shall be unlawful to park any motor vehicle on any private property without the consent of the owner of such property.
      (9)   The Chief of Police or any other person authorized by the President or Board of Trustees of the village shall cause signs to be posted in all areas where parking is limited or prohibited indicating such limitations or prohibitions.
      (10)   Any person, firm, or corporation violating any provision of this division (B) shall be fined $5 for each violation, however, the said fine shall be reduced to $3 if the same is paid within 48 hours of notification of such violation.
   (C)   (1)   On Main Street (S.B.I.) Route 142A, from 144 north of Meadow Street to Section Line Road, all motor vehicles parked on such street shall be parked parallel with the curb on the side of the street and the front wheel and the rear wheel on the right side of each said vehicle on the side nearest to the curb shall be parked within 12 inches of said curb.
      (2)   Any person found guilty of violating this division (C) shall be fined not less than $5 nor more than $25.
   (D)   (1)   On Robinson Avenue from Douglas Street to Main Street, all motor vehicles parked on such street shall be parked parallel with the curb on the side of the street and the front wheel and rear wheel on the right side of each said vehicle on the side nearest to the curb shall be parked within 12 inches of said curb.
      (2)   On Main Street from Robinson Avenue to 550 feet north of Center Street, all motor vehicles parked on such street shall be parked parallel with the curb on the side of the street and the front wheel and rear wheel on the right side of each said vehicles on the side nearest to the curb shall be parked within 12 inches of said curb.
      (3)   Any person found guilty of violating divisions (D)(1) or (D)(2) above shall be fined not less than $5 nor more than $25.
