Before any customer will be served with gas by the village gas system such customer shall make an application to the Village Clerk for connection to the gas system and shall accompany his or her application with his or her certificate and a certificate by the person installing the piping and appliance that the piping and the gas appliances or accessories have been installed in conformity with the provisions of this subchapter.
