No person shall discharge or dispose of any kind of junk, trash, debris, rubbish, refuse, or garbage, loose papers or like materials, used motor vehicle fluids (including, but not limited to, oil and antifreeze), tires, hazard materials (including, but not limited to, paint, solvents, pesticides, and herbicides), grass clippings, leaf litter, dirt, wood shavings or chips, and animal wastes in or upon any street, alley, sidewalk, storm sewers, or other public places. Any person or persons found in violation of this section shall be subject to a fine as set forth in § 54.99.
