The Board of Trustees will and hereby assures the federal Environmental Protection Agency of the United States government that said village will establish an equitable industrial waste control recovery system prior to the time that said sanitary sewer system is placed in operation within said village and that said village will further provide any and all information with respect to such equitable industrial waste cost recovery system as is required by said United States governmental agency.
