The adequacy of the water service charge shall be reviewed, not less often than annually, by the certified public accountant for the village, in his or her annual audit report. The village shall provide for periodic adjustments of said charges as appropriate. The water service charge shall be revised periodically to reflect a change in local capital costs or OM&R costs.
