In the event utility services have been disconnected due to nonpayment of bills, then such utility service shall not be reconnected until all outstanding bills for utility service to the property and any cost incurred by the village as a result of the discontinuance and reinstatement of said utility service, and a reconnection service charge of $50 have been paid in full. In the event there are delinquent charges to more than one property of a particular owner, then service will not be reconnected until all outstanding bills for utility services to all properties owned by the owner are brought current. Reconnections will be performed only during normal working hours and only if sufficient village personnel are available to perform the reconnection during normal working hours.
