Vacancies occurring otherwise than through the expiration of term must be filled for the unexpired term by the Mayor, with the approval of a majority of City Council. The office of any member becomes vacant upon the occurrence of one or more of the following events before the expiration of the term of office:
(a) For any reason specified by state law creating a vacancy in public office.
(b) When a member misses two consecutive regular meetings of the Commission unless such absence is excused.
(c) Upon resignation in writing filed with the Secretary of the Commission.
