1473.10   BUILDING INSPECTION; MAINTENANCE AND SECURITY REQUIREMENTS.
   (a)   Properties subject to this chapter shall be maintained and secured to comply with the minimum security fencing, barrier and maintenance requirements of the City’s blight ordinances, Wayne Code Chapter 1470, et seq., and Wayne City Code Chapter 882, et seq., the City’s fence ordinance, Wayne City Code Chapter 1279, et seq., and the International Property Maintenance Code, Wayne City Code Chapter 1481, et seq.
   (b)   Pools, spas, and other water features shall be kept in working order or winterized to ensure that the water remains clear and free of pollutants and debris, or drained and kept dry and free of debris, and must comply with the minimum security fencing, barrier and maintenance requirements of the International Property Maintenance Code, Wayne City Code Chapter 1481 et seq., and the City’s swimming pool ordinance, Wayne City Code Chapter 1279, et seq.
   (c)   Vacant properties subject to this chapter shall be maintained in a secure manner so as not to be accessible to unauthorized persons. Secure manner includes, but is not limited to, the closure and locking of windows, doors (walk-through, sliding and garage), gates and any other opening of such size that it may allow a child to access the interior of the property and/or structure(s). Broken windows must be repaired or replaced within 14 days.
   (d)   Insurance shall be maintained on all properties registered as vacant.
   (e)   A Responsible Local Agent, as set forth in Wayne City Code Section 1486.10 shall be designated by the owner to ensure the requirements of this chapter and any other applicable laws are being kept. Bi-monthly inspections of the property must be conducted by an appropriately licensed contractor to verify that the requirements of this chapter and any other applicable laws are being met. Proof of the aforesaid inspections shall be furnished by the Responsible Local Agent upon request from any City building official.
