Notice of violation shall be as follows:
(a) By delivery to the owner personally; or
(b) By certified or registered mail addressed to the owner at his or her last known address.
(c) If neither of the above is successful, then by posting, for twenty-four hours, a copy of the notice, in placard form, in a conspicuous place on the premises affected by the notice.
