No owner of any rental dwelling or rental unit who has received a notice of violation of any code or ordinance of the City (including notice that the number of rental units exceeds that permitted by the Zoning Code) shall transfer, convey, lease or sell (including by land contract) his or her ownership and/or interest in any way to another, unless such owner shall have first furnished to the grantee, lessee, vendee or transferee a true copy of any notice of violation and shall have furnished to the Building Official a signed and notarized statement from the grantee, vendee, lessee or transferee acknowledging the receipt of such notice of violation.
