The City of Wayne recognizes the importance to the general health, safety and welfare of its citizens and, in particular, its citizen-tenants, to maintain safe and sanitary conditions in all rental dwellings and rental units throughout the City. This chapter is designed to promote the continued maintenance of quality and safe rental units which enhances living conditions for tenants and neighbors, promotes maintenance of property values of all nearby properties and reduces causes of blight and other factors affecting the community and neighborhood.
It is the intent of this chapter to have all rental dwellings maintained according to the minimum codes governing existing buildings and residential occupancies. It is not intended to have such rental dwellings brought up to the current code requirements for new buildings.
