The Residential Dwelling Board of Appeals may adopt such rules and regulations as may be deemed necessary to properly conduct its meetings and to assist the public in bringing matters before it which are not inconsistent with the provisions of the current International Property Maintenance Code. Three members of the Board shall constitute a quorum, but less than a quorum may adjourn a meeting to a future date.
