Any vacant dwelling requiring a certificate under this chapter, but for which no certificate is in effect, is hereby declared to be a public nuisance and such dwelling and any other accessory building may be ordered by the City Council to be demolished and removed by the owner. The procedure for the demolition of said dwelling unit shall be as contained in Chapter 218 of the Administration Code of the Codified Ordinances of the City of Wayne.
