As used in this chapter, the following terms shall have the following meanings respectively ascribed to them in this section:
(a) Building Official -The Building Official of the Building and Engineering Department or a person designated by the Building and Engineering Department.
(b) Lease - Any written or oral agreement that sets forth any and all conditions concerning the use and occupancy of rental dwellings or rental units.
(c) Occupancy - Includes all tenants, lessees and persons residing within a rental dwelling or rental unit.
(d) Owner - Any person, agent, firm or corporation having a legal or equitable interest in the premises, or acting on behalf of a holder of a legal or equitable interest.
(e) Premises - Any lot or piece of land inclusive of the dwelling or rental unit located thereon, including membership in a housing cooperative.
