An owner aggrieved by any decision or order of the Hearing Officer and the Appeal Board under this chapter may appeal the decision or order to a court of competent jurisdiction by filing a petition within 30 days from the date of service of the Hearing Officer's notice of findings and order or the decision of the Appeal Board.
