All such dangerous buildings or structures are hereby determined to be public nuisances and unlawful and shall be abated by alteration, repair or rehabilitation, or by demolition and removal in accordance with the procedures specified elsewhere in this chapter. Further, no owner or agent thereof shall keep, maintain or allow occupancy of any such dangerous building or structure.
