As used in this chapter, unless a different meaning is clearly indicated from the context:
(a) "Blight" shall include blighting factors, blighting conditions and all other conditions noted in Section 1470.03.
(b) "Debris" means the remains of anything damaged or accumulated, loose fragments of rock.
(c) "Inoperable Vehicles" means vehicles (with or without motors), unused trailers, boats, motor homes or vehicles not being used in a manner for which they were intended.
(d) "Junk" shall include but not be limited to parts of machinery or inoperable motor vehicles, tires, vehicle parts, unused stoves or other appliances stored in the open, remnants of wood, metal freezers, cans, implements, boxes, cartons, crates or any other material or other castoff material of any kind whether or not the same could be put to any immediate reasonable use.
(e) "Litter" means any substance or matter, paper or otherwise, which is scattered about in an untidy manner.
(f) "Open Storage" means such storage or accumulation, which is visible from any public street or sidewalk, or from any adjoining property.
(g) "Rubbish" means worthless material that is rejected or thrown out; trash.
(h) "Trash" means anything worthless, useless, or discarded; rubbish.
