No person who is an owner, as defined in Section 218.01(f), occupant or lessee of real property shall allow grass, weeds, vines, or other vegetation to grow to an average height of greater than six inches from the ground surface on his or her property or in an area abutting the property between the property line and the curb or curb line in the front, rear, or side of the property.
