Except where otherwise provided in this chapter, any building in good physical condition may be moved into, out of, or through the City of Wayne after a permit has been obtained from the Department of Building and Engineering. Further, and except as otherwise provided in this chapter, any such building may be moved upon the public streets if a permit has been obtained from the Building and Engineering Department authorizing such movement, which shall only take place upon public ways or over public property if said permit is obtained first.
