1438.01 DAMPPROOFING OF BASEMENT AND CELLAR WALLS.
   All exterior walls of basements and cellars shall be so constructed as to be watertight. For poured concrete walls, at least one coat of bituminous or equal dampproofing material, approved by the Department of Engineering and Building, shall be applied to such walls from the footing to the finished grade. Such material shall be applied at a rate recommended by the manufacturer. All other walls below grade shall be coated on the outside with not less than one-half inch of approved cement plaster and apply one coat of approved dampproofing material, as specified above, which will exclude water or dampness from the basement or cellar.
