1424.09 MINIMUM STANDARDS FOR SECURITY IN PRIVATE DWELLINGS.
   (a)   Exterior Doors.
      (1)   Exterior doors and doors leading from garage areas into private family dwellings shall be of solid core not less than one and three-fourths of an inch in thickness.
      (2)   Swinging entrance doors to individual units shall have deadbolts with a one-inch minimum throw and hardened steel inserts in addition to deadlatches with a half-inch minimum throw. The locks shall be so constructed that both the deadbolt and deadlatch can be retracted by a single action of the inside door knob. Alternate devices to equally resist illegal entry may be substituted, subject to prior approval of the Police Division.
      (3)   Vision panels in exterior doors or within reach of the inside activating device must be of burglary-resistant material or equivalent as approved by the Building Official.
      (4)   Exterior doors swinging out shall have nonremovable hinge pins.
      (5)   In-swinging exterior doors shall have rabbited jambs.
      (6)   Jambs for all doors shall be constructed or protected so as to prevent violation of the function of the strike.
   (b)   Sliding Patio-Type Doors Opening Onto Patios or Balconies Which are Less Than One Story Above Grade or are Otherwise Accessible From the Outside.
      (1)   All single sliding patio doors shall have the movable section of the door sliding on the inside of the fixed portion of the door.
      (2)   Sliding glass doors shall have a locking device and an approved secondary device not accessible from the exterior of the building, such as:
         A.   A sliding glass door drop-bar, which is a device whereby a hinged bar can be moved from a side framing channel to block the opening of the sliding panel of a sliding glass door. The bar constitutes a horizontal obstruction between the side channel and the rear of the sliding panel.
         B.   A secondary lock, approved by the Fire Division.
      (3)   Double sliding patio doors must be locked at the meeting rail and meet the locking requirements of paragraph (b)(2) hereof.
   (c)   Window Protection.
      (1)   Windows shall be so constructed that when a window is locked it cannot be lifted from the frame.
      (2)   Sliding glass windows shall have a locking device and an approved secondary locking device not accessible from the exterior of the building, such as sheet metal screws in the upper track, subject to Fire Division approval.
      (3)   Window locking devices shall be capable of withstanding a force of 300 pounds applied in any direction.
      (4)   Louvered windows shall not be used within eight feet of ground level.
   (d)   Garage Doors. No person shall furnish overhead garage doors with bottom vents.
