Whenever there is insufficient evidence of compliance with the provisions of this chapter or evidence that any material or construction does not conform to the requirements of this chapter, or in order to substantiate claims for alternate materials or methods of construction, the enforcing authority may require tests as proof of compliance to be made at the expense of the owner or his or her agent by an approved agency.
